Indoor (Goalies) Rules

This league is adjudicated by a referee, and all decisions of the referee are final.

I. PLAYERS

  1. All players must be 18 years old, or older, on the day the league starts.
  2. All players must have signed the waiver / registration form and paid all fees before starting play.
  3. Players may be added to teams based on the discretion of the KASA Executive.
  4. To participate in the playoffs, a player must be a registered player for the team and league unless cleared with the KASA executive.
  5. Each team will have an official contact person (Captain), who is the spokesperson for the team.
  6. If an unregistered player participates on a team, without explicit approval by KASA executives prior to the game, that game shall be considered a forfeit for the team with the unregistered player.

II. EQUIPMENT

  1. Captains or delegates are responsible for helping setup and taking down the nets provided. Nets are to be secured using floor bolts. Skates are available to roll the nets to ensure they are not dragged on the hardwood floor. Equipment (nets & bolts, balls & score cards) will be stored in the equipment room on the south side of the gym.
  2. Players shall wear the designated blue or orange jersey, as identified according to the schedule. Goalkeepers shall wear colours that distinguish them from other players and the referee. Any players that are not the goalkeeper and are wearing a jersey other than the orange or blue sustainable jersey shall discuss with the referee prior to the game start if they are allowed to play. The final decision is at the discretion of the referee.
  3. Players shall wear shin-guards. This will be strictly enforced.
  4. Indoor soccer shoes are suggested, however if not possible, players shall wear non-marking soles. This will be strictly enforced.
  5. Goalie gloves are recommended but not enforced.
  6. Any jewelry shall be removed to avoid injury. The referee may ask a player remove jewelry or protect it with tape.
  7. The referee has the authority to disallow any equipment that in their judgment is dangerous or confusing to other players. This includes items such as (but not limited to): guards, casts or braces made of hard or unyielding material.
  8. An accessible First Aid Kit is available in the equipment room.

III. FIELD OF PLAY

  1. Nets will be placed center, at the red baselines, with two bolts to secure. Sidelines are the red outer perimeter lines.
  2. The play areas are defined by the basketball court lines (schematic available in the PDF copy of the rules).
  3. Ceiling is out of bounds. A kick-in will be taken laterally from the nearest sideline.
  4. Basketball nets and gym dividers are considered out of play. A kick-in will be taken laterally from the nearest sideline.
  5. If the ball rebounds off the referee, a goal post or crossbar and remains on the pitch, it remains in play.

IV. GAME POINT SYSTEM

  1. The referee shall submit the final score of the game by the following day to allow website updates.
  2. Points will be awarded as follows: 3 points for a win; 0 points for a loss; 1 point for a tie. If a team defaults or forfeits, the score will be entered as a 0-2 loss.
  3. If teams have the same number of points at the end of the season, the tiebreaker will be awarded to the team with (in this order):
  4. a) Highest Spirit Score.
  5. b) Head-to-head results (if the two teams tied played each other, the winner of the game places higher).
  6. c) Point differentials, considering only games against common opponents.
  7. d) Points scored, counting games against all common opponents.
  8. e) Points against, counting games against all common opponents.
  9. f) A coin toss.

V. GAME FORMAT

  1. WEATHER POLICY: Games are not cancelled when roads are closed, although all players are reminded to respect road closures and drive safety. Please be aware that KASA leagues are not a Davidson Center program; any notices associated with their programming does not apply to KASA.
  2. Arrive at least 15 minutes prior to the start of each game. Games are expected to start and finish according to the posted schedule
  3. A default will occur if any team cannot field a squad 10 minutes after the official start time. If a team lends another team some players in order to have a game, a decision MUST be made as to whether or not it counts for league standings prior to start of play.
  4. A coin is tossed and the team that wins the toss decides which goal it will attack in the first half of the match. The other team takes the kick-off to start the match. The kick-off alternates to start the second half of the match.
  5. Games are comprised of two equal periods of 25 minutes, with a 2-minute halftime, unless otherwise mutually agreed between the referee and the two teams. Any agreement to alter the duration of play must be made before the start of the game. The referee will be the timekeeper, adding any time lost through injury or other causes, at their discretion.
  6. Each team will play one game per night except in the playoffs where two games in one night may be required.
  7. Games in the regular season can end in a tie. In the playoffs, if a game is tied at the end of regulation time, then there will be a shoot out from the penalty area. Each team will shoot for a goal and at the end of the 3 shots, whoever has more goals wins the game. If it is still tied, sudden death occurs with each team exchanging shots at goal until one team wins. A player cannot shoot twice for the first 3 shots, after that, anyone can shoot.
  8. Teams can call one (1) minute time-out per game if needed. Your team MUST be in possession of the ball to call a time-out. The game clock will be stopped during the timeout.

VI. TEAM COMPOSITION

  1. Teams consist of 5 players on the court, one of whom is the goalkeeper.
  2. A team can play with a minimum of 3 people.
  3. All players should receive equal playing time unless a player chooses to substitute earlier or rest longer.

VII. START OF PLAY

  1. A kickoff is used to start or restart play i.e. at the start of a match or after a goal has been scored. The kickoff will be taken after the referee gives a signal.
  2. The kickoff starts with all players on their own side of the field. The ball is stationary at the center point of the field and the opponents of the team taking the kickoff should be at least 5 paces away from the ball – until it is put into play.
  3. The ball is put into play when it is kicked forward or backwards. The initial kicker cannot touch it again until another player has contacted it. If the initial kicker touches the ball before it has been touched by another player, an indirect free kick will be awarded to the opposing team (indirect free kick means you cannot score from the kick unless it touches another player first).
  4. A goal cannot be scored directly from the kick off.

VIII. SUBSTITUTIONS

  1. A player can be substituted at any time, but the new player can only enter the field once the outgoing player is on the sideline. The substitute is now part of the game, and the replaced player cannot rejoin until they’re subbed back in later.
  2. The player substituting must cross the out of bounds line within 10 feet from where the player came off and the change cannot disrupt the flow of the game.
  3. If the substitution disrupts the play, a substitute enters the pitch before the player being replaced has left, or there are too many players on the pitch, the referee may stop play (although not immediately if they can apply the advantage). The referee may caution the player for infringing the substitution and order them to leave the pitch. If the referee stops
  4. the play, it is restarts with an indirect free kick for the opposing team.
  5. All substitutes are subject to the authority of the referee.
  6. Any player may change places with the goalkeeper, but it must be done during a stoppage in the match after informing the referee. The clock will be stopped for this substitution to disallow this to be used in their advantage.
  7. The number of substitutions that may be made during a match is unlimited.

IX. OFF-SIDES

  1. There are no off-sides in this league.

X. MISCONDUCTS / FOULS

  1. The referee will call fouls and award free kicks or penalty kicks. All free kicks are INDIRECT.
  2. AN INDIRECT FREE KICK (where a goal cannot be scored directly) is awarded to the opposing team by a referee if a player commits any of the following offenses:
  3. a) Plays in a dangerous manner (charging, checking or pushing, tackling a player without going for the ball)
  4. b) Impedes the progress of an opponent (trips, kicks, holds, block ball with your body etc.)
  5. c) High kicking (dangerous kick)
  6. d) Handball: a player carries, strikes, or propels the ball with hand or arm; a handball infraction occurs when the ball hits a player’s arm from the ELBOW down (as opposed to the shoulder). Exceptions: Players may use their arms to block the ball from hitting their groin area and women can also use their arms to block the ball from hitting their chest.
  7. e) Goalkeeper holds the ball for longer than 5 seconds, or touches the ball outside the crease or after it was passed to them by a teammate
  8. f) Unsporting behavior.
  9. Opposing players shall be at least 5 paces (measured by referee) away from the location of the indirect free kick.
  10. A YELLOW CARD, upon which the receiving team has to play with the player down for two minutes and an INDIRECT KICK, will be awarded at the referees’ discretion for the following cautionable offenses:
  11. a) Slide tackling
  12. b) Intentional hand balls
  13. c) Committing an aggressive foul
  14. d) Unsporting behavior
  15. e) Intentionally delaying the restart of play
  16. f) Dissent by word or action
  17. If two yellow cards are awarded to a player, the player in question will be suspended for the remainder of the game. The player is allowed to play the next scheduled season or playoff game.
  18. A RED CARD, upon which the receiving team will play with one player down for the rest of the game following the expulsion of said player from the match and an INDIRECT KICK, will be awarded at the referees’ discretion for the following send-off offenses:
  19. a) Serious foul play
  20. b) Violent conduct
  21. c) Spitting at an opponent or any other person
  22. d) Using offensive, insulting or abusive language and/or gestures
  23. e) Receiving a second caution (yellow card) in the same match The player in question will be immediately suspended from the league and will be subject to the disciplinary process and actions as deemed by the KASA disciplinary committee. This may not apply for item e).
  24. A PENALTY KICK will be awarded by the referee if any of the above fouls is committed by a player within their inside three-point arc, irrespective of the position of the ball.
  25. The ball must be stationary when the kick is taken, and all opposing players must be at least outside the inside three-point line. The goalkeeper shall remain on their goal line and may not charge the shooter. The player kicking may only touch the ball once kicked on a goalkeeper or goal post rebound.

XI. SLIDE TACKLES

  1. Slide tackling/blocking is not allowed under any circumstances, even if contact is made with the ball first. Players should refrain from attempting to play the ball while lying on the ground, as this can endanger themselves and others around them.
  2. Goalkeepers may slide only on an attempt to save the ball and inside their designated area. Any slides that are deemed dangerous (at the discretion of the referee) shall be awarded an indirect freekick or penalty depending on where the foul occurred.
  3. The only exception to the sliding rule is when in an attempt to save an imminent goal when there are no players in the vicinity. “No players being in the vicinity” will be at the discretion of the referee. This rule only applies in an open goal attempt from a distance that can be chased down by a player.

XII. KICK-INS

  1. A kick-in is awarded by the referee when the whole ball passes over the sideline (out of play), either on the ground or in the air and is taken from the point where it crossed the sideline, by the opponents of the player who last touched the ball before it crossed the sideline.
  2. A kick in is awarded by the referee if the ball hits the ceiling, basketball nets, or is kicked up into the stands or walking track. In that case the game is restarted with a kick-in taken by the opponents of the team that last touched the ball. The kick-in is taken from the point on the line nearest to the place where the ball touched the ceiling or net.
  3. The kicker must not touch the ball a second time before it has been touched by another player, or an indirect kick will be awarded to the opposing team.
  4. A goal cannot be scored directly from a kick–in.
  5. During a kick-in, the ball is “live-on-the-line” meaning if the kick-in results in the ball never coming back into the field of play, it results in a turnover and results in the opposing team’s kick-in.

XIII. GOAL KICKS

  1. A goal kick is awarded by the referee if the ball crosses the goal line (end line) if the ball was last touched by the team attacking the goal.
  2. The goal kick can be taken by any defending team member on the side of the goal where the ball went out of bounds placed anywhere on the goal area line.
  3. Players must be outside the three-point arc.
  4. The person kicking the ball cannot touch the ball a second time before it has touched another player, or an indirect kick will be awarded to the opposing team at the place where the infraction happened.
  5. A goal can be scored directly from a goal kick.

XIV. CORNER KICKS

  1. A corner kick is awarded by the referee if the ball crosses the goal line if the ball was last touched by the team defending the goal (defense).
  2. The corner kick is taken from the closest corner to where the ball went out of bounds.
  3. The ball is in play the moment it has been kicked. If the person taking the corner kick touches the ball a second time before another player touches it, an indirect kick shall be awarded to the opposing team.
  4. A goal can be scored directly from a corner kick.

XV. GOALKEEPER

  1. The goalkeeper may use their hands within the inside-three-point arc.
  2. Once in possession of the ball, they have 5 seconds to throw it to another player, or otherwise throw the ball back into play. If the goalkeeper holds longer than 5 seconds (at the discretion of the referee), the opposing team shall be awarded an indirect free kick from a spot on the inside three-point arc.
  3. Goalkeepers cannot use their hands if the ball is passed back to them (with intent) from a teammate (pass-back). This also applies on a kick-in (if taken by a player other than the goalkeeper). If the goalkeeper picks up the ball from a pass back, the referee shall award an indirect free kick from the spot where the ball was picked up. This is regardless of whether it is in the penalty area or not.
  4. Once the goalkeeper puts the ball back into play on the ground, they cannot pick it up again with their hands until someone else has touched the ball.
  5. A goal cannot be scored directly from a goalkeeper’s throw.

XVI. DISCREPANCIES

  1. The decisions of the referee regarding facts connected to play, including whether or not a goal is scored, and the result of the match are final. The referee may only change a decision upon realizing that it is incorrect or, at their discretion provided that they have not restarted play or terminated the match.
  2. Protest from the Captain is allowed for rule misapplication only. The Captain may note a protest prior to the referee leaving the field and must be submit the following to the KASA executive the next day:
  3. a) A brief description of the play and the ruling.
  4. b) A rule reference detailing what the ruling should have been.
  5. c) Protests will be ruled on by the KASA executive.
  6. d) Notification of protest ruling will be given within one week of submission.
  7. e) The KASA executive reserves the right to deny completion of a protested game if it has no bearing on the league standings or is not in the best interest of the league.

XVII. ABUSE / ALCOHOL

  1. Any abuse, whether it be physical, sexual, verbal, or mental is not acceptable in any manner. If this kind of abuse is reported, the player will be asked to leave.
  2. Harassment of the referee will not be tolerated. Questions should only be asked by the Captain within the context of rule interpretation.
  3. All players are responsible for their own actions. As a teammate, please encourage good sportsmanship at all times. The KASA executive reserves the right to eject a player without a warning and without a refund.
  4. Alcohol is not permitted at any game or event. Offenders will be asked to leave without refund.
